Blank New Data means no new data was supplied for that region and no change will be made. 0 is an explicitly reported zero increment. Blank and 0 are not the same.
Routine Data Entry is incremental. It is not used to replace an existing total or enter negative corrections. If you see “This indicator is not configured for data entry. Contact the developer,” contact the developer rather than assuming the missing value is zero. Publishing updates the values used by the dashboards.
Workflow History
Published submissions remain visible as history. Published Baseline is the value when the update was prepared, New Data is the entered increment, and Published Total is the resulting value published by that submission. These historical values remain associated with the submission even if the current dashboard value changes later.
